Pics of new whip, and need tire/wheel advice.

Tires are holding air fine but are a little weathered. I need advice on what to change too. The rims are 27 x 1 1/4, and the tire size on it are 27 x 1 1/8. My old miyata had 1 1/4 wide tires and I liked them because being that I am on the heavy side (250lbs.) they had a little more give. I guess I don't know that replacing what I have with the same size that is on it won't feel the same. Is there a noticeable difference between the two? Recommendations? Keep in mind it is used mainly for riding around town, not worried about the fatter tire = more contact = slower. Also probably not going to have for a real long time, so low buck would be nice.

Next question. The front rim has a slight wobble to it. I spin it and it just grazes the brake pad across about a 6" section. Can this be made perfect again? Can I do it?

And finally. I love reading the forum, but I have to imagine everyone gets sick of Newb questions all the time. And honestly, I use the search option a ton, but sifting through to find what I need to know can take hours. Is there a builders/maintenance guide book, or web site that maybe illustrates how to diagnose and fix common problems, or step by step instructions on preventative maintenance. Seems like when I was a kid I would "work" on my bike and everytime I finished it would ride just a little worse.
