The wheels probably need truing, someone more experienced may be able to say about this.

Is there a builders/maintenance guide book, or web site that maybe illustrates how to diagnose and fix common problems, or step by step instructions on preventative maintenance. Seems like when I was a kid I would "work" on my bike and everytime I finished it would ride just a little worse.
