Perhaps a visit to a
lawyer might help, especially if they specialize in Cycling Accidents. I know in the back pages of Bicycling Magazine I've seen ads for these kinds of critters but since I've never had an accident (knock on wood) I haven't had to deal with this kind of stuff.
