I would recommend a used Giant.

I am selling one but it is more than you want to spend. Also, you and I are the same height and inseam and the large size frame feels a bit too large for me. Possibly a TCR in the ML sized frame would fit you.

Whatever you do make sure you ride the bike first to be sure that it fits.
