A rash of flats

I hardly ever get flats. Now I've had 4 since last weekend! I got them all on the same stretch of gravel road. It's actually an access road that is closed to traffic. Only state maintenance vehicles drive on it, and then only rarely.
On two of the flats I've found very small, very sharp rock flakes stuck in the tire. Almost like little arrowheads. The roads are paved with crushed rock.
I'm wondering if maybe the spring freeze/thaw cycle has something to do with this. I've been riding that road all winter and didn't have a problem when it was frozen. I road it some last summer and had no problems when it was hard and dry. Now it's wet and a bit squishy.
I'm thinking the weather is causing this somehow. Anyone else ever had anything like this happen? I had two flats on my ride today. Luckily I had two tubes with me.
Four flats in less than a week on one 2.5 mile long stretch of road seems a bit strange to me.
