I can't remember how long before the Tour it was, but I'm pretty sure that it was at least a month prior.
But then, if I recall correctly, there was another announcement after that saying that the test would not be ready for the Tour. Maybe the peloton assumed that the test would not be ready this year at all, after hearing that?
My memory may not be serving me correctly... so anyone please correct me if they know!
