Stephen from Gitane USA says it definitely is not. I also picked the brains of 3 of the best that I know here in Colorado, Richard at Cycle Analyst, Vechio's in Boulder, and the owner U Bikes in Boulder, who is a retired pro. He rode Gitanes for several competitive years and told me that it is probably not one due to mixed dropouts; He is not aware of any dropout shortage that they ever had in the 70's that would have caused them to mix dropouts.
He also mentioned the strange seat tube diameter not being consistent w/ Moto or Gitane either...

And then there's the "7 K" stamped vertically on both rear drops' inside....

And he mentioned that the serial # is too weird to be a Gitane.... -C-42
