I somewhat disagree. Most of my major muscle building has been from taking long rides. Most of these rides I averaged about 25KPH by the end of the 6 hours, which I am going to say is fairly low. However, my legs got noticeably larger and more defined. The next few rides I took I was much much faster.
This of course is just my own observations.
