the book Bicycling the Pacific Coast by Spring and Kirkedall is highly recommended.

Everything I have read suggests that North to South is definitely the way to go for a number of reasons including:
Wind
View of the Ocean
Width of lanes

I have ridden only a bit of the route and driven other parts, but my observations suggest that the standard advice of going N to S is good advice.
