On the legal front, California is definitely still the greenest state, and LA is the center of that. The Clean Air Act was spearheaded by California in the 1950s and 1960s. Currently, Cal. recently lost battles to independently regulate carbon dioxide emissions and to toughen clean air standards. The Bush Administration has successfully stood in the way of California's hard-fought efforts to reduce air pollution.
