As far as the P50's on the Surly go... Couldn't one just fashion a longer hanger for the front fork mount and adjust the stays so that there was a smaller gap all the way around? It looks like the clearance is pretty even all around.
I think the P45s are only available in the one size, so mine were marked for both 26 and 700. Just make sure to get the ones with two stays per fender per side so that you can adjust the wrap. Zero problems with rubbing. I did look at a pair of P50s (QBP had mis-shipped my order to the LBS) and thought the clearance was excessive for the 1.5 tires- hey, even utility bikes have to worry about being aero to some degree...
