here's my advice, based on you having money issues and no LBS and not riding that many miles:
keep the frame (hopefully it fits you)
do not buy a chris king headset. get a cheap tange or something (you'll need a 1" threaded headset)
stem: cheap SR
handlebars: cheap generic road drops
cranks: sugino rd's
matching bottom bracket. you seriously do not need a stainless bottom bracket
pedals: mks gr9's, steel or plastic clips and single nylon straps
wheels: basically anything from here:

seatpost: one that's cheap and fits (you'll need to know the seatpost diameter of the frame)
OR just buy a kiloTT complete from bikesdirect.
seriously though, with all that money laying around just get a kilo tt or a motobecane.
i mean with no LBS around you might even have trouble assembling all that good stuff.
just get the kilo and start swapping when you feel like you need better stuff. i think it's a way better idea.
