CETMA rack users - a weird mechanical problem

So the front wheel on my commuter was a little out of true so I took it in the coop and worked on it. I got it about as close to perfect as I could. Since installing my CETMA I noticed that the wheel was a little out because the rack pushes my front fender down a bit so it shifts around and rubs the tire from time to time (I have a solution in mind for that part of the problem already.).

Here's the thing. The wheel is dead true when I'm sitting down and pedaling. Same when I'm standing up and coasting (it's a singlespeed), but any time I'm standing up and pedaling there is a noticeable wobble to the wheel. The tension on the wheel is not the best. It's probably worked its way loose since I last worked on it, but I'm also wondering if the uneven pressure on the bars from standing and pedaling is causing transmitting some lateral flex to the fork.
