If the lugs are painted, I don't see any reason why they couldn't be stripped, primed and repainted. Painted lug outlines are quite common, and are used to make the lug/tubing transitions stand out. The paint can also be used to cover up any gaps in the brazing.

I noticed the discoloration, and suspect that is oxidized (tarnished) silver from the silver solder used to braze the lugs. I'd try using silver polish (the kind your mom used to use for her silverware) on it and see if it cleans up.
