Did the box actually only say 700 X 30c? Generally the box gives a range of sizes.

I don't like to use inner tubes that are a lot smaller than my tire but, given the choice, I'll ALWAYS pick one that's a little small over one that's too large. Tubes that are too big are hard to stuff into the tire cavity and are easily pinched under the tire bead.

A 30mm tube in a 35mm tire - I'd be perfectly happy with that.
