I don't like to use inner tubes that are a lot smaller than my tire but, given the choice, I'll ALWAYS pick one that's a little small over one that's too large. Tubes that are too big are hard to stuff into the tire cavity and are easily pinched under the tire bead.

A 30mm tube in a 35mm tire - I'd be perfectly happy with that.

I don't like to "stretch" a tube very much either. I think doing so means you have to top off the air pressure more frequently.
I wouldn't worry about a 30 in a 35.
However, as mentioned, tubes are listed for a range of tire sizes. I'd like my tire size to be listed in that range. IF 30 was the max listed for that range, (such as 23-30 or similar) then I'd go back and get a different tube. I would consider a 23-30 to be made for a 23 and safely "stretchable" to 30. If the manf. felt it was safely "stretchable" to 35, they would list it on the box and save making an additional size.
