Hmmm... You've slowly been nudging your house-mate towards riding her bike to work more often, and because you've smacked your head, you think she should wear one? The helmet debate is at A&S but it looks like this issue isn't about that, it's about what you think she should do. What does she think she should do?

The hat looks like it would keep hair out of her face well and speaking as a guy who had waist length hair for a couple of years, I'd say the biggest issue in regards to safety is to keep the hair out of her eyes when she turns to the side while checking traffic. The hat or pony tail would do that (so would a helmet)
