Maybe 80-82...definitely not 90s. Someone correct me if I'm wrong, but my understanding is that some of the early Columbus tubing wasn't all that great; its contemporary Reynolds 531 was superior.
Looks like the fork might also be a replacement. And stamped dropouts in the rear - not so great.
