But, how can any actionable assumption be made about the contents of a PM? No one can know what goes on between Noah and me. Actually, I thought I recognized Noah as someone that I had helped in a past transaction.
Business between me and party #1 should have no bearing on my business with party #2.
Or, what happens, for instance, if I want to take advantage of both offers if neither alone is sufficient for my project?
True, both offers were public but both were directed to me, with no broader invitations. Shouldn't undirected public offerings stay in "Trades" or "Marketplace". I see cautions about that regularly. It was my "publicity" that brought the "goodies" to light. ;-)

My take is that if one member offers something up publicly, and another member sends a PM, then the member sending the PM has first dibs. So, Noah Scape offered you cables, you sent PM, you would be first in line for the cables offered by NS.
In this case, though, Robbie thought that you had gotten the cable already, and someone else contacted him about the cable as well.
I don't think there's been any breach of etiquette here, just a simple misunderstanding. Disappointing, yes, but a misunderstanding nonetheless.
