Tough Bike

It is possible that I'll have to move for a few years to a city with very rough roads and long winters. My Specialized Tarmac is not really built for bad weather, mud, potholes and cobbles - it does not really take tyres wider than 25mm, it's got a pretty aggressive posture and the wheelbase is very short. So, let the collective BF wisdom chip in, here are the inputs:

Money: If I go, I'll get a nice relo package. Let's make it USD 5k or so. If you think that an extra thosand will get me a far better bike, chip in.

Fit: A bit more relaxed, I should be able to handle bad roads, bunny hops, snow and dirt etc. Note that I have long legs and short torso and have a preference for long stems (130mm), so it has to have a short TT.

Wheels: The frame has to be able to handle up to 27mm tyres, maybe even wider. I am probably going to go with simple box-section rims and high spoke count (already have a wheelset like that).

Components: Whatever holds best in bad weather and can be serviced without replacement. I do want it to be fairly light, which should not be hard given the budget.

So far I am thinking about either some sort of spring classics style bike or getting a light-weight cyclocross frame.
