I can't recall what I had to enter when I got mine, but looking at the online form, it appears you have to enter your drivers licence first. There's an option to skip all this and just use enter the plates at some point, but if you got through it and paid at a kiosk you might get in the soup 'cause they'd have your card # and it appears you'd be in violation of the privacy terms.

edit: However! it looks like you can get a vehicle abstract (which does not include an address) using a plate number but does contain the registrants name.

edit2: You still have to self-identify at some point. I walked my way through it to that point. It may be easier to talk to the fuzz who're guarding the road construction, after bringing them coffees or something.
