As I ride in the same general area as the OP, and therefore on similar terrain, I recommend making the change. I went from 11-23 to 12-25, and was happy. I then went from 12-25 to 12-27, and was even happier. I need all the help I can get on hills.
Hmmm 12-27 is an option I have not pondered. How do you like the gear spacing? I am guessing this might need a new chain. Not that big of a deal.
