Sticky goo on MTB rim

Hey everyone, I had an old mountain bike all tuned up until I realized that there was a sticky section on the rear rim that screwed up the braking action.

I've tried using Simple Green, rubbing alcohol and high grit sandpaper on the rim, but the brake pads keep halting at that spot.

The stickiness is caused by this clear gooey residue, almost like glue. Is there some extreme measure that I can take? Thanks.
