as for the wheels, i still recommend the cxp22/formula set. out of the sets you listed, if you don't want something a little flashier like the weinmanns, they are the best value. yes i know that the vuelta xrps come with tires and tubes but if you buy all cheap stuff from performance you can get two tires and two tubes for $25. all in all that extra 40 to 45 dollars isn't going to matter. where i live thats 5 or 6 hours of minimum wage in exchange for at least a few hundred more miles and the comfort of being able to drop curbs and ride with confidence.
The Weinmann are quite heavier though, the rim alone is along the line of 700G compared to 500ish for semi-aero/boxed rims like the CPX22
