That's the problem with buying used from a store. They have to sell it at a high price to make it worth their time and labor, but the bike's still only worth so much. If they are offering a year of free service with that guarantee, that's nice, but you could still get a much newer bike with good components for $400 on craigslist if you're patient and don't mind doing the tune-up yourself.
