You can get a brand new Trek entry-level road bike for only a couple of hundred more and that will be a much better bike. $400 for a 20 year old bike sounds very high. If you are a competent bike mechanic, you can probably get a similar bike on Craigslist for half the price, but you will have to put some time and effort into getting it in to shape.
