Because you didn't get the proprietary Trek coaster brake shoes!
I had laying around those rubber rim brakes pads and couldn't seem to put it in the coaster brake.
Trek dont sell internal parts for their coaster brakes,Here is their email to me

Thanks for writing and riding Trek bikes. On a hub like this, it's much
easier and less expensive to purchase a new wheel than it would be to
replace coaster brake shoes. If a cone is pitted, this could be
replaced. Trek does not have part numbers for small items like this, but
most bike shops will have a selection of replacement cones or access to
distributors which have them available. Again, though, you may find it
much more cost effective to replace the wheel rather than overhaul a hub
like this.

My LBS doesnt carry internal parts for coaster brakes,but they do carry whole hubs,special order.
I ordered one from the web at 10.00 cheaper.
