My guess is that he doesn't want to drag it out because it's invasive, and a screw up could mean a perforated ureter. If he can use sound waves to break it up, he can just give you medicine to help ease the pain as you pass 15+ stones. This is all just a guess though.

If you don't agree with the 1st Doc, get a 2nd opinion.
