There is not a medium quality+ caliper brake that I have come across (except for Raliegh 3spd brakes on steel rims) that I have not been able to threshold brake, which means the front wheel is about to lose traction or the back wheel is coming off the ground. I don't understand what brakes the posters who have said their bikes don't brake are using.

Disc brakes, since they are so much more powerful will more easily lock up in a panic brake situation which will lead to immediate endos or locking up the front wheel, both instant crashes. And using a disc on the rear is just ridiculous, you shouldn't really use your rear brake in anger and it already locks up almost instantaneously with a caliper brake, a disc would be just on on off switch, the wheel would either be turning or completely locked up.
Wow, I cannot disagree anymore.
