I think he meant wheels.
Shorter riders wouldn't weigh very much... something along the lines of 45~65kg up to 5'7. Manufacturers can totally sacrifice some durability to account for the weight difference.
maybe you are right, but I've not seen many womens bikes spec'd with what I woudl consider a 'light' wheelset.
