I did something stupid

so i was hacksawing the frame shifter mounts off a fram for my gf. i cut it too close and when i went to knock off the last little bit with a hammer and chisel it peeled a little hole in the tube. i knocked the flap back in place, but there is still about a 2 mm rip in the tube. i tried flexing it as hard as i could and it doesn't seem to hurt the integrity, but i am still worried that actually riding forces will be much more than i can replicate with my hands and feet. She weighs maybe 110 and doesn't ride that hard, she will rock a brake on it, wont be hopping curbs at speed or sprinting, but is this still a problem? its a steel frame, double butted. if it is a significant problem can it be fixed?
