he did not mention anything about brakes but the helmet instead, he wrote down my name and b-day

Its called a Field Interview. What he did was note your information, date, time & location. Say someone reported a crime later on that day in that area. The Police have information on either a witness or suspect that was in the area. Its how the Son of Sam was caught in the 70's.
