CL is the best way to go. If you can't scour and find something you like, don't hesitate to put up a wanted ad. Figure out what size you need first of all. At 6'3" with long arms (and legs I presume) you should probably try and find something in the 62-64cm range. I am 5'11" and I ride a 58 comfortably. For $250 you can definitely get a used road bike in great condition. I put up an ad for my first road bike and got a used Bianchi steel frame with Ultegra 8-speed and Mavic wheels for $250, and it rides great. At $250, I wouldn't buy new, because the components and materials used just aren't up to par. You can get some really great used bikes, mostly steel, and the trip to a bike shop to get it tuned up will definitely be worth it. Good luck!
