Another vote for hand built. I would do either DT Swiss or White Industry H1 hubs laced to Open Pro or DT Swiss 1.1 rim. I'd prefer the DT Swiss hub actually (I have a set of the White Industry hubs). Even with expensive quality parts you'll come in under budget and have an awesome wheelset.
