That's normal and usually not a problem. Sometimes there will be a little piece of glass down in one of those holes that could conceivably migrate through to the tube. Personally I don't worry about it too much. I've got a pretty gnarly half-inch cut on one of my tires right now. As long as the tube doesn't bulge through, it works. It's not going to explode or come apart in a hard corner or anything like that.
