Graeme Obree ran a 52x12 for his hour record and had the highest development meters (9.25) of any hour record holder (as far as my research tells me). I seem to remember hearing that someone had used a 55x11 (if they had, obviously it was with a custom hub/cog) but can't seem to find any info on that.

Indurain used a 59x13 but according to my sources had 8.86 development meters suggesting that either there is a typo or Indurain used smaller wheels.
