Check the tightness of the headset. When you apply the front brake, do you hear a "ka-chunk" type sound?

Brake lever shifters, or "brifters" are not cheap. Keep at it, you'll soon get the hang of those downtube shifters.

Or, convert the bike to singlespeed/fixed.
