When you use the tape, where exactly do you put it? On the threads of the BB which then threads into the housing?

Awhile back I noticed a tiny bit of tape sticking out between the bb housing (not sure if my terminology is correct) and the thin circle dust cover type of thingy.... now I know what's it's for on there but I guess someone wasn't too careful at installing it if it's sticking out a bit.
