I just visited Oxford, in England and the amount of bikes in use was remarkable. Tourists were as abundant as the townsfolk. It was very busy on the streets. I couldn't count the number of bikes parked everywhere and quite a large portion of them had no locks. Not beaters either. Good bikes, unlocked just waiting to be picked up. What a civilized place.
