I'll add that I'm not "anti helmet" either; I'm for the effective helmets that the helmet makers have wimped out of making. Today's helmets are ineffective except as fashion accessories; the standard in 1990 was higher. (See the links I already provided.) By now we should have excellent helmets, but instead we have a situation where people in some parts of the world are being compelled to wear helmets which have an effectiveness that is some where between marginal and negative. The laws we need are ones compelling the manufacturers to do their job, not ones forcing us to add to their profits.
