The wheels that come stock on the Windsor are quite junky in comparison. They use a lower-end loose-ball formula hub (yes, formula makes a couple of different track hub types) that is just about as bad as the old suzue jr. hubs. I purchased a Windsor for my girlfriend to use as a beater a while back and was actually surprised at how rough the hubs were, given that they are made by "formula." The cartridge bearing hubs made by formula, which I've been riding on for years, are exponentially nicer.

It'll likely run you $60+ to tear down and build up a single wheel with that hub, which I frankly don't think is worth it. Consider now a good opportunity to upgrade.
