I would guess those stickers are "4130 CrMo", which would be the steel the frame is made from.
Sheldon steel info. Haro made decent bikes. Since the frame is from a decent material, you would next want to know if the frame is in good shape (rust, cracks, dents, alignment, etc.). Also are the components in good shape. Without knowing the bike or the components or if there is any history that makes a demand for the frame or components, I'd guess it would be worth maybe $300 in excellent shape. It could easily be worth more or less than that but that seems to be about the going market for lesser named good quality bikes.
