There are two types of tensioners, one are actual built-in tensioners that you screw in and these 'push' the axle further back from the bike, to increase the tension. Aftermarket tensioners go on the ends of the dropouts and 'pull' the axle further back.

Older road frames also have screws like these that 'push' in toward the bike, this was because frame alignment was not as precise then as today, and you could adjust to make the wheel track straight / correctly.
