It seems that the general consensus is clear but I might as well add my two cents for statistics' sake. I agree you should be absolutely fine with a 25 tube inside of a 23 tire, as long as you follow basic tire replacing methods (even bead along rim, no pinched tube between tire + rim, etc.).
