Welcome aboard. I have same off the shelf inseam and I would go for a 19" Cruiser size. However it is best to ride bike first to pick your cruiser by what feels best. Also if you will only ride on paved surface, you might want to get narrow tires installed. Something like 1 1/4 inch width. Narrow rolls easier, therefore easier to pedal. I believe most Cruisers come with 2 inch wide tires. Better for stone and dirt trails, but just a drag on paved road.
