Yes. The proper procedure for these hubs is to screw one of the cones onto the axle until approximately 1 inch of axle threaded surface is exposed, then guide the hub assembly over the axle until resting on the cone. Then thread the other cone onto the axle using 5/8" cone wrench until seated, and back off approximately 1/8 turn. After the wheel has been mounted there should be just a trace of side play at the wheel rim. Readjust the cones if necessary. Also, if necessary, center the hub on the axle so that the same length of threaded axle shows beyond the cones on both ends.
