I've never encountered resistance to letting me test ride -- even in shops I've never been in before. I've even had people encourage me to take test rides on high end bikes even though I indicated my price range was lower, or even on days when I insisted I wasn't in the market but was just interested in learning more about the bikes.
Most, but not all places ask for a DL. Only a couple bikes I've test ridden in the past 5 years were less than $2K.
Having said that, I introduce myself to a high end bike the way I would a large dog -- I let the employee show it to me without being too pushy.
