With a car seat belt harness and a shackle attaced to it under the belly you can attach it to the floor and possibly do what you want. It's easier with a dog with short legs to let him move around,but not stick a leg out. Here's the fastener under him that connects to the swivel in the floor of the trike basket.



Here's the swivel on the bottom of the trike basket.
