Do they make shoe bags for racking?

Sometimes I run or workout when I get to work. In an effort to keep my load to a single, not overstuffed pannier, I usually bungee my running shoes/cross trainers to the top of my rack. I suspect those of you who don't keep dress shoes in the office do the same with those shoes.

On rainy days I use grocery bags to keep shoes dry. I'm looking for a more permanent solution. I basically want some waterproof shoe bags. They'd look like those felt bags you get if you buy a nicer pair of shoes (e.g., Allen Edmonds). Ideally they would have fabric hooks to run a bungee through. In the end, I'd use these basically everyday to protect the shoes from all the elements.

Any ideas?
Alternatively, if I made these myself, what type of fabric should I buy?
