This looks amazingly like a 16" folder that camping shops were flogging a couple of years ago.
Ashtabula (sp?) cranks on the one I tried, my knees hit the handlebars when mobile, 'Shimano' gears were labeled 'Monsoon'. But it rode ok, and had decent wheels and Kenda tyres. Folded up small. Gears worked ok. A bit twitchy on the road, and preferred a 20" bike.
This looks like an update with a lighter crank & V brakes.
